According to the Japan Yomiuri Shimbun, the Japanese and Russian governments recently announced that Singapore will hold the East Asia Summit (EAS) in mid-November, when the summit will be arranged to arrange Japanese Prime Minister Shinzo Abe. Jin San held a summit meeting with Russian President Putin. Putin’s September "unconditional signing of the Japan-Russia peace treaty this year" can be dealt with in the talks and become a hot spot of media attention.

Singapore will hold the ASEAN Summit from November 11th to 15th. Among them, Putin will attend the East Asia Summit for the first time, and the Japanese and Russian governments have also formulated a plan for the two sides to hold summit talks.

On September 12th, Putin held the "Eastern Economic Forum" in Vladivostok and proposed to Abe to sign the peace treaty by the end of 2018 without any preconditions. The Japanese media believe that for the territorial issue of the South Kuril Islands (Japan: the four northern islands), Putin advocates the settlement after signing the treaty, showing the attitude of actually shelving the issue. Kyodo News believes that Putin suddenly proposed to sign a peace treaty because Abe strongly urged the signing of the treaty and made Putin feel impatient.
