According to the report, the North Korean delegation headed by Li Shanquan, chairman of the North Korean National Peace Reunification Commission, and the South Korean delegation headed by Unification Minister Zhao Ming are present at the talks. During the talks, the two sides confirmed the principle and position of fulfilling the Panmunjom Declaration, carefully negotiated various issues concerning practical measures, and adopted a joint press release.

The report said that the contents of the communique related to the establishment of a North-South Joint Liaison Office in the Kaesong Industrial Park to exchange documents in order to explore plans to commemorate the 18th anniversary of the "6·15" joint declaration. The communique also mentioned the dates and locations of general-level North-South military talks, sports talks, and Red Cross talks.

In addition, the communique also includes the date and place of the working group’s meeting to discuss the East-West Line railway and highway and modernization issues agreed upon in the “10·4” declaration, and the Korean art troupe’s performance in Korea. It stipulated that the content of the North-South high-level talks that promote the implementation of the Panmunjom declaration be carried out on a regular basis.

The DPRK did not publish the full text of the joint press communiqué and the specific time and place of the various meetings reached in the report.

The “6·15” joint declaration referred to in the DPRK China News report refers to the first meeting between the leaders of the two sides after the DPRK’s separation and rule, when the then Korean President Kim Dae-jung and the late DPRK leader Kim Jong Il dated June 15, 2000. The joint declaration signed by Japan is a milestone in the development of the DPRK-ROK relations.
