Japan’s defense spending for the next year will hit a new high.

According to Kyodo News reported on August 31, the Japanese Defense Ministry finalized the 2019 budget application on the same day, totaling 5.2986 trillion yen (about 326 billion yuan), setting a new high. Compared with the original budget of 2018, it has increased by 2.1%. Among them, the land-based Aegis system related to the land-based missile interception system in which the Akita and Yamaguchi counties have become candidates has been purchased for 235.2 billion yen, which is said to be in response to the so-called North Korean nuclear threat. 

However, the amount of funds related to the reorganization of the US military that was included in the budget application in previous years did not show the amount. Excluding this portion of the funding, the budget application increased by 7.2% from the original budget for 2018.

Last year, the 2018 annual budget application announced by the Japanese Defense Ministry was 52,551 yen. At the end of the year, the amount approved by Japanese Prime Minister Shinzo Abe was 5.19 trillion yen

Kyodo said that for the budget preparation work to be implemented at the end of this year, the defense fees for the next year are likely to increase further. It is expected to increase for seven consecutive years since the second Abe administration took office.

However, the report said that the need to continue to increase defense costs without a detailed analysis of the cost-benefit ratio based on the serious security situation is severely questioned. 

Japan’s next year’s budget application has focused on the strengthening of capabilities in the air and sea sector. The Japanese Defense Ministry decided to carry the "SM-6" missile capable of intercepting cruise missiles on the Aegis frigate of the Maritime Self-Defense Force, which was included in the purchase fee of 11.1 billion yen. In addition, 7.5 billion yen was added to modify two Aegis ships to enable the launch of the modified interceptor missile "SM-3 BLOCK 2A".

The Japanese Defense Ministry also applied for the purchase of six F-35A stealth stealth fighters for 916 billion yen and the 7.3 billion yen for the cruise missile "JSM". In order to carry cruise missiles on the F-15 and increase its ability to respond to electronic warfare, the Defense Ministry will spend 10.1 billion yen to modify two fighters.

According to the contract signed in the past, the “funding expenses” will be 2.0708 trillion yen, an increase of 9.6% compared with the original budget of 2018. The report said that Japan’s repayment of loans also pushed up the defense fees.

In addition, Japan will purchase 691.7 billion yen of US equipment under the contract of “fundamental paid military assistance” (FMS), which is also a new high.
