[Global Times' special correspondent in Japan] According to a report by the Japanese Kyodo News Agency on the 21st, Tokyo Governor Koji Yuri said on the 20th that it will discuss about 1.4 billion yen (about RMB) raised by the Tokyo Metropolitan Government in 2012 as “Purchasing Diaoyu Islands”.) for the monitoring of the Diaoyu Islands. 

In 2012, the Governor of Tokyo, Shintaro Ishihara, called for "purchase the Diaoyu Islands", and the Tokyo Metropolitan Government launched a fundraising campaign. As of 2013, it raised about 1.48 billion yen. The farce was announced by the Japanese government in September 2013 to "nationalize" the Diaoyu Islands. Tokyo has set about 1.4 billion yen as the "Diaoyu Island Fund", but it has not been agreed for six years.

Asahi TV reported that Koike Yuriko criticized the practice of Ishihara on the 20th, saying that "the role of local government and the security role of the country should be clearly defined." She mentioned that some media recently said that the government is exploring the use of this fund to enhance satellite surveillance. "(To use money) in these areas can be explained to the people who care, more than letting the money sleep. The donor is satisfied." NHK TV said that Koike said in his speech that he would "work hard to put this rare idea into practice" in consultation with the Japanese central government.

Diaoyu Island is a major issue affecting Sino-Japanese relations. "Using the Diaoyu Islands Fund for satellite surveillance" is bound to cause opposition from China. The Japanese government has not yet expressed its position. At present, the Japanese side is actively repairing relations with China. The second tier of the Japanese Liberal Democratic Party, Jun Bo, announced on the 21st that he will visit China on the 29th. This is considered to be paving the way for Abe’s visit to China within three years.
